This museum is dedicated to Sakae Wagatsuma, who is credited with creating the foundation of civil law in modern Japan.

Wagatsuma, who was born in Yonezawa in 1897, graduated from Tokyo Imperial University and was a scholar of civil law. He played a significant role in codifying the foundation of the system that still exists in modern Japan.

The museum building itself is a restoration of Wagatsuma’s home and celebrates his reception of the Order of Culture — a prestigious order that is conferred to recipients by the Emperor himself. Many fascinating items are on display inside, such as Wagatsuma’s notebook and legal review materials.
